Dr Kogila Balakrishnan is an internationally recognised expert in defence industrial policy, defence offsets and Industrial participation, capability development and technology strategy, with extensive experience across the GCC, ASEAN and international defence sectors. A former Under Secretary for Defence Industry at the Malaysian Ministry of Defence, she has held senior client and business development roles at the University of Warwick and is currently Director of Policy, Engagement and Partnerships at WMG, University of Warwick, where she specialises in localisation, technology transfer, innovation ecosystems, human capital development and strategic technology governance. She holds a PhD from Cranfield University (UK Defence Academy) and is the author of Technology Offsets in International Defence Procurement (Routledge, 2018).
